Scot Haug retired from Post Falls (ID) Police Department as Chief of Police after 32 years, starting as a volunteer reserve officer at the age of 19.

The Inside Story

Public Safety Insight is able to provide meaningful guidance to both agencies and vendors because of the firm’s depth and breadth of experience. Scot Haug and Dale Stockton have each served more than 30 years as sworn law enforcement officers but what makes their company unique is the diversity of their experience. Scot served in the Northern Idaho area, eventually retiring as the chief of police for the Post Falls (ID) Police Department. While chief, he was elected to two terms as the president of the Idaho Chiefs Association. Dale served five years in military law enforcement (USAF) and then served the rest of his law enforcement career in Southern California, eventually retiring as a police captain for Carlsbad (CA) Police Department. During their active sworn time, both Scot and Dale were appointed by their respective governors to serve multi-year terms on their states’ Peace Officer Standards of Training (POST) Commissions.

Scot and Dale met when they were both at the FBI National Academy in 2000 (FBI NA 201) and later served on multiple IACP and NIJ committees that dealt with technology issues. Both have served in reviewer roles for DOJ grant applications and have presented best practice classes on officer safety and use of technology that have been attended by representatives of well over a thousand agencies from across the country. In January 2011, they presented the first-ever Below 100 class, which introduced the concept of improving officer safety by concentrating on areas under the officer’s control. Below 100 evolved into a nationwide all-volunteer program and both Scot and Dale served as core trainers for several years with Dale serving as executive director until 2018. Collectively, Scot and Dale presented Below 100 to hundreds of agencies in more than 40 states as well as Washington D.C. and Canada. At the request of IACP, Dale delivered the program to a large group of police leaders in Sao Paulo, Brazil. These Below 100 presentations provided a great deal of exposure to a vast array of policing styles and challenges. Dale also was involved in the launch of Law Officer Magazine in 2005 and served as the publication’s editor-in-chief until 2015.

Scot and Dale have been active tech-practitioners for more than 20 years and were among the first to champion the use of technology as a force-multiplier. Both were early adopters of license plate reader technology in their respective regions of the country and both have served as subject matter experts in LPR best practices. Scot has worked with dozens of agencies across the country in rolling out body worn camera programs and Dale has helped many agencies with maximizing smartphone deployments. Both have worked with numerous companies that support first responders and have fielded countless requests for insight to the unique requirements and expectations of public safety.
